Ok so I am going to start fantsay... I already have the rule book and I have some mantic dwarfs which I prob will be starting with just want to know any good advice you can give me about them. also I do have my eye on chaos and skaven so can a body tell me who they play and what's a good place to start for both of these factions.

Ok here goes, 1st Dwarfs.
Their basic infantry are solid, they do not have wizards but have lots of ways to stop or reduce an opponents spellcasting, they have bar none the best selection of magic items in the game, their war machines are very good, made better by being able to have runes put on them. Their specialist units are very good, trollslayers are amazing, irondrakes are also very powerful.
Now Chaos.
Chaos warriors are probably the best core unit in the game being better than a lot of armies elite, marauders are a good cheapish unit, chaos warhounds are cheap cannon fodder, chaos knights are the best cavalry in the game, chaos chariots are very hard hitting and the gorebeast chariot is a nightmare to deal with. As for which god to go for, i would rank them as follows.
1. Nurgle by far the best. 2. Khorne, just ahead of... 3. Tzeentch, followed by... 4. Slaanesh.
Finally Skaven.
They have lots of weird and funky stuff, stand out units are, plague monks, poison wind globadiers, plague censor bearers, doomwheel. Their spells are quite nasty, they are a 7th edition army as they never got an 8th edition book, but are quite powerful because of some of the stuff they can take.

Personialy I would stick with Dwarves for now. They are a solid, nuts and bolts army with good core choices. I have played against all three and Dwarves are far less likely to have your brain melting and seeping out of your ears due to all the extra rules, by the end of turn two.

Welcome to the real game. (not the fake wannabe warmasomething ) Damon pretty much summed it up. I would just offer another thing you could do while playing against Skaven. Just surrender.

It's a mix of mantic and GW minis The white dwarf Grimm burlokson Runesmith 60× warriors 45 x quarrellers 10 x thunderers 10 x iron drakes 10 x hammers plus officer musician and standard 6 x miners plus officer and standard 9 x slayers 3x cannons 2x gyro copters Bolt thrower 2x organ gun Any advice on a good 1000-1500 list?

At 1,000 i would suggest the following.
Heroes.
Thane with as much magic as you can give him. Runesmith with a rune of spellbreaking.
Core. 1-2 Dwarf Warrior units. 1 unit of Quarrellers. 1 unit of Thunderers.
Special. 1 unit of Slayers. 1-2 War Machines.
Rare. 1 unit of Irondrakes. 1 War Machine.
At 1,500 i would add.
Lords.
Lord with as much magic as you can give him. 1 unit of either Longbeards, Hammerers or Ironbreakers. 1 more unit of either Quarrellers or Thunderers. or another War Machine.
